Contributed by @jsanchj, who provides the following context:

This area is located adjacent to Las Lagunas de la Mata y Torrevieja Natural Park in Alicante. Known locally as "El Campico" or "El Campo" of Guardamar, the zone historically consisted of agricultural plots cultivating oranges and lemons. The area experienced significant desertification pressures common along the Levantine coastline. Originally classified as rural land, the territory underwent reclassification during the development boom.

Multiple corruption cases have been associated with developments in this zone. During the construction boom years, landowners received numerous purchase offers from developers. While many of these developers later disappeared, significant portions of the planned construction were completed.

Currently, approximately half of the developed area remains unbuilt, situated alongside a roadway frequented by occasional roadside vendors and small agricultural vehicles. The residential population consists predominantly of Northern European expatriates.

Appreciation for documenting this territorial transformation.

Attempted to locate the approval date for the planning document to determine whether PSOE or PP administration was responsible for its authorization, but was unable to find this information. Based on the number of legislative terms each party held power, PSOE has greater statistical likelihood of having approved the plan.
